I rolled over an old 401k to a new employer 401k in 2018 and received a 1099-R showing a distribution. How do I enter the offsetting contribution?

You do need to report the "contribution" to the new 401(k) plan. It is a rollover of an existing 401(k) and not a new contribution. You just need to enter the 1099-R in TurboTax and answer the follow-up questions.
