I rolled over $104K from trad. IRA to Roth and withheld 23% for taxes. I entered 1099-R's in Turbotax, but it doesn't add my tax withheld amount to the amt paid for 2018?

Did you enter the withholding in box 4?  And it doesn't show up on 1040 line 16 with any other withholding from W2s?
