I reside in Grant County and receive a pension and social security. It is showing I owe County Tax. Should someone have to pay County Tax if no other income?

Yes, you live in a county.

Indiana says:

If you live or work in an Indiana county as of January 1 of the tax year, you will probably owe county tax. Use Schedule CT-40 to figure it you do owe, and how much it will be.
