You cannot use the TurboTax online editions for a 2019 tax return. The online editions are only for tax year 2022.
If you received a withdrawal from an IRA then you would have received a Form 1099-R for the distribution. You report the Form 1099-R on the federal tax return.

A 2019 tax return can only be printed and mailed, it cannot be e-filed using TurboTax.
A 2019 return being filed for a tax refund has to be filed on or before July 17, 2023. If filed after that date the refund will not be paid.
A 2019 return with taxes owed can be filed at any time and the taxes paid as soon as possible since penalties and interest will continue to accrue until the taxes owed are paid.
Do you have the Form 1099-R, or is that part of the paperwork that is lost? You can't file a substitute Form 1099-R. Contact the IRA custodian and ask them if they can give you a copy of your 2019 Form 1099-R or tell you how to access it online. If not, the information from your 1099-R will be in your 2019 Wage and Income Transcript, which you can get from the IRS. You need a Wage and Income Transcript, not a Tax Return Transcript. You might be able to get an IRS transcript online today. Go to the following link to get a transcript from the IRS.
Be aware that your Wage & Income transcript from the IRS will only show the federal information from the Form 1099-R, not the state and local information. That might be enough information because, depending on the state, it's often the case that there is no state or local tax withholding. Some states, though, have mandatory or default state tax withholding.
and HURRY.... if you are due a refund, a 2019 tax return must be filed no later than July 17 (monday!!!!). Be sure that the Post office stamps it with a date no later than Monday (and I would get a receipt that shows it was received by the Post OFfice no later than Monday and pay for tracing)
but if turns out you owe, then you still owe. Filing past Monday does not absolve you of the liability.
most all states would have the same deadline of this Monday.
