I received an early pension payout earned in Texas, while still living in Texas. Now California state is claiming I owe them income tax after I moved. Is this correct?

If you were a part year resident of TX and CA in the same year then the income that was received as a TX resident is not taxable on the CA return ... you may need to prove when the distribution happened to show it was done while you were in TX.

Be sure you filed a part year resident return in CA.
