I received a distribution check in January 2018 from retirement plan. Federal and State taxes were deducted. Do I claim that on 2017 taxes?

The accompanying letter advised the taxable amount should be included in my gross income for the current tax year. I received no tax form from Prudential

This will be for your 2018 tax year since the money was received in 2018. In Jan 2019 you will get a form from Prudential.
