I receive a W-2 and 1099 from my employer. W-2 for branch management, 1099 is for sales commission. This has been the case for 15 years. Can my 1099 be QBI deducted?

majority of income was 1099d to me. I am below 315K restriction. I'm in the construction material supply field (fencing) not installing, just negotiating relationships, paid on commission.  Same employer w-2's my salary for managing a branch

Yes. The restriction you mention is only applicable if your business is a specified service trade or business (SSTB).  For more details about the Qualified Business Income Deduction (QBI) please see the following.https://ttlc.intuit.com/replies/7019998
