"Early refund" means that IF the IRS pays your refund on time, and WHEN the IRS pays your refund, TurboTax's bank partner can sometimes use the income bank draft information to credit the money a few days early.

If the IRS delays your refund, there is nothing Turbotax or their bank partner can do about it. That is entirely up to the IRS and is out of anyone else's control.  And because of taxpayer privacy laws, no one can contact the IRS to ask about the delay except you.

If Turbotax can't pay your refund early, they are supposed to refund the service fee.  But Turbotax has no control over the IRS decision to delay payment.
