I owe the state this year and want to do monthly payments but turbo tax won't allow me to do that. I called the SCDOR and they referred me back to you. Help!

Here is the page to set up a Payment Plan on the South Carolina website.  

It looks as if you cannot request a payment plan until after you have received a notice to pay.  Therefore, pay what you can with your return and request a payment plan when the state sends a notice for the balance due.
