I owe federal and state taxes but TurboTax has not deducted it yet from my account. I had set the date for withdrawal on 4/11/2019.

TurboTax has not debited the amount from my account yet. Is there a way to verify my bank account details on the returns that i filed? I tried following the steps mentioned here:

But I am still not able to locate the 'Federal Information Worksheet' on my returns.

TurboTax doesn't make the withdrawal, TurboTax just forwards the banking information to the tax agency, they make the withdrawal.     Since its been this long, doesn't sound like the direct debit was set up properly.

You can call the IRS EFW phone number and see if a payment is showing as scheduled.
Call IRS e-file Payment Services 24/7 at 1-888-353-4537 to inquire about or cancel your payment, but please wait 7 to 10 days after your return was accepted before calling.

When you print a copy or save a copy to PDF with all worksheets, there should be an instruction page that's included that would contain that information.

Were your returns accepted?   I would double check,

and some states do not let you pay this way, so call the state as well.
