The $50 fee is if you want a copy of a federal tax return from IRS using IRS Form 4506.
You can also get free transcripts of your federal return from the IRS - http://www.irs.gov/Individuals/Get-Transcript However, the transcripts only give the last 4 digits of a Social Security number.

To access your current or prior year online tax returns sign onto the TurboTax website with the userID you used to create the account - https://myturbotax.intuit.com/
Scroll down to the bottom of the screen and on the section Your tax returns & documents click on Show. Click on the Year and Click on Download/print return (PDF)
Your post indicates that you're using TurboTax Deluxe. If you filed in 2018 using TurboTax Deluxe online, you should have access to your prior year returns. If you don't see the returns in your Tax Home or My Docs, you may have more than one TurboTax account. In order to access your returns, you must log in using the EXACT same login info (same username and password) that you used when filing the return. The TurboTax FAQ below should help you out.
