I messed up on my state return and need to fix the two boxes on the 1099R form. I ut the wrong amounts in the wrong line

i need this fixed before i can file.  that is a $3,000 difference

Don't know the specifics for your state return but in most cases you would go back to the federal return's income section for 1099R, make the correction, do another final check of federal return.  Once there are no errors return to your state return and the 1099R information should be correct.
