Since the Form 1099-G was issued to be reported on your 2025 tax return, it shows 2025.  

 

But, if it represents receiving a state tax refund, then it is for a previous year's return that was filed and processed during 2025.  Most likely it is for the 2024 tax return.  It does not make sense that it is for the 2025 tax return since that is what you are currently preparing, and that is why 2025 is not accepted as an input.
