I'm starting to collect S.S. benefits in May 2017. What % income tax should i have withheld, to cover me for the year, so as to hopefully get a return? Thanks.

Congress is considering major Federal tax law changes for 2017, so it is too early to tell.

As of right now, 0-85% of your Soc Sec is taxable, depending upon your other income.
