I live in Ohio, I earned 1099 income in Pa. Do I pay income tax on that 1099 to Ohio or Pa ?

I live in Ohio, I earned 1099 income in Pa. Do I pay income tax on that 1099 to Ohio or Pa ?
You pay it to Pennsylvania. The PA-OH reciprocity agreement applies only to wages subject to withholding. 1099-MISC income is not subject to withholding.

File a nonresident return in PA, and then a resident one in OH.

Technically, you pay income tax, on the income, to both Ohio and PA. But, Ohio gives you a credit, or partial credit, for what you pay PA
