Since it's a nondeductible contribution, you can include the Form 8606 with your 2017 return. If you want to include it as a nondeductible contribution for 2016 made in 2017, it would make sense to simply mail the form to the IRS. You could amend your 2016 return instead, but you have to print that out and mail it anyway.
