I incorrectly changed my Total Basis for my non-deductible Traditional IRA funds on my 2013 tax return and now need to correct this for 2016. How do I do that?

I don't need to file a 2016 tax return. Can I just file a corrected Form 8606 for 2016?

You need to file a corrected 2013 Form 8606, not a 2016 Form 8606.
