I have to issue some 1099-NEC forms to independent contractors. You can easily create the forms in Turbo Tax/Intuiut, which I did, and E-File directly to the IRS. Apparently though some states recquire that you file an additional copy of the 1099-NEC with the state department, which the E-File feature does not cover. How do you know which states need additional copies filed separately? I am in NY State and cannot find information on the NYC.gov website.

No. You do not need to submit anything separately to the state of NY. The states get this information from the IRS, so there is no additional steps needed for the state on your part.
