I have tried to fix my birth date with the social security administration twice and they haven't corrected it. What am I supposed to do?

I've already sent in my documentation, but they haven't fixed it. It's been several years. I can't e-file taxes.

You may need to take time to go to a local Social Security office in person, taking with you your birth certificate or passport.  i had the same problem and it was not resolved until I did it in person.
