I have retired from Houston ISD; I receive retirement benefits from TRS (Texas retirement system). Should I be receiving W2 to pay federal taxes?

You should get a 1099R for the retirement pension.  When you have it,  go to  Federal> Wages and Income>Retirement Plans and Social Security>IRA  401 k) Pension Plan Withdrawals to enter your 1099R.
