I have no RMD for my OPM Form 1099-R and TurboTax will not accept.

Monthly payments from the Office of Personnel Management (OPM) can satisfy Required Minimum Distributions (RMDs) for retirement accounts.

Answer YES to the RMD question, and ALL to the question about how much of it is RMD.
