I have an IRA account with Vanguard, but haven't yet gotten the 1099-DIV or 1099-INT. Is this a problem?

You will not get either a 1099-DIV or a 1099-INT for an IRA account. You do not report activity that happens within an IRA account. You report on an IRA only when you put something in or take something out.
