I have an HSA, but they said if I didn't have any disbursements I wouldn't get a 1099. I didn't have anything added or taken away from the account, do I need a 1099?

No, you won’t need a 1099-SA.  If you did not spend any money out of your HSA, you will not need the Form.  If you had contributions (even through work), you will still need to file Form 8889 to report these.  But if you had neither contributions to nor payments from your HSA you will have nothing to file on your HSA.  Keep your records, though, as always
