In the drop-down menu on the page What kind of retirement income do you have from Pennsylvania?, please choose I'm eligible, Plan's eligible (no PA tax). This is the code to use when the distribution is not from any of the other options.
Then, on the page Tell Us About Your Retirement Income, ensure the box is checked that the entire amount of the distribution is not taxable in PA. Under that, you will see in bold This is a distribution due to death and is not taxable for PA purposes. Please see the snapshot below.
