I have a 1099-R that I have marked as a CSA-1099R Civil Service annuity. On the following screen its asking if I took my minimum required distribution. Is that right?

Yes that's ok. You get a monthly check? Then just say YES it is the RMD. If you are over 70 1/2 it will ask if it was the RMD for everything. Anything your pension pays you is considered to be the RMD.
