I have a 1099-Q form but have no income. How would I file this

I took out of the education account not for education usage. And was told because I did that I needed to file the 1099-Q form to pay a penalty

Was your gross income included that withdrawal less than &13,850? Did you get medical insurance coverage through the marketplace?

The 1099-Q form is entered in the education expenses section under the deductions & credits tab.
