I have 2 W-2 from one business they took 2 different state taxes out but box 1 is empty on one of them. Should I put the state amount in box 1 for both W-2?

You should enter both W-2's as one, enter the state wages from the one that is blank in Box 1 as another state on the first W-2.  You can do that by clicking Add another row under the state.  Do not enter the wages in Box 1 for 2 different W-2's or your wages will be doubled on your return.
