I had to buy a conversion van in 2016. I financed the van but paid $30,00 for the conversion. Is any of that deductible?

According to IRS Publication 502
"You can include in medical expenses the cost of special hand controls and other special equipment installed in a car for the use of a person with a disability.
Special design. You can include in medical expenses the difference between the cost of a regular car and a car specially designed to hold a wheelchair."
Any conversion costs that are paid over and above the cost of the basic van would be deductible. It doesn't matter whether they are financed or paid with cash. Only the excess of medical expenses over 10% of your Adjusted gross income are deductible, though. (7.5% of 65 or over.)
You would enter these under Federal taxes, Deductions and Credits right below, Medical
