I had a baby in August and still haven't received his social security card. I'm worried about the length of this process. Am I able to claim him and file without his social security number?

No, you cannot enter him as a dependent on your tax return unless he has a Social Security number.
You have plenty of time since a 2019 tax return does not have to be filed until April 15, 2020.

It is odd that you do not have his SSN yet, though. Have you contacted Social Security to see what is taking so long?
