Make sure you entered your SSA-1099 in the proper Social Security area on the Wages&Income page...Occasionally we get folks who enter their SSA-1099 as a regular 1099-R and it's not.
Then edit that SSA-1099 again and make sure you put the tax withholding in the proper box on the software form.
Otherwise
Call Customer Support and have them get a Diagnostic file.....its' really unlikely to be a software issue, but who knows.

I just tried it with an unused Online test account I hadn't accessed yet.
Put in an SSA-1099....with $24,000 in box 5 and $2,400 withholding in box 6.
After a few annoying Q&A pages trying to get me to upgrade, showed the full $2,400 as a refund.

But that was the ONLY income entered in that tax file. IF you have other types of income entered, you may not get it all back.....especially if you've entered other Retirement forms already.
My bad. Upon review, I had put the taxes paid in the field below where I should have. User error, NOT TurboTax software
ahhh...matching those boxes with what they actually are can sometimes be headslaps.
On some forms, I do think TTX could do a better job of getting the box labelling closer aligned to the actual box it refers to.
Every year I tell myself next year I'm going to use my laptop rather than my cell phone to do my taxes. And every year I'm too lazy to take the laptop out and I use the cell phone. That definitely makes it a little more difficult to see what's going on. But somehow I feel it's easier than taking out my laptop if that makes any sense
