The M1QPEN form is used for the Qualified Public Pension Subtraction in Minnesota, which applies if you receive certain public pension payments. If you don't have any pensions, these steps can help resolve the issue:

  1. Federal Wage Section: Go back to the federal wage section and ensure there are no entries in the state boxes or informational boxes like box 12, box 14, or boxes 15-20 on your W-2 that might prompt the form. Box 12 can include codes for retirement plan contributions, such as 401(k), 403(b), and 457(b) plans. Box 14 often includes additional information like state-specific pension contributions. Boxes 15-20 are used for state and local tax information, which might include state pension contributions.
  2. Delete State: Go to the state section, click on the trash icon next to Minnesota (MN) to delete it.
  3. Re-add State: Click "Add State" and add Minnesota (MN) back. This will reset the state section and allow you to walk through it again quickly.

Hi all,

 

I've been on the phone with TurboTax customer support two separate times, each time for over an hour. Each call was quickly forwarded on to their "second line" support specialists and this is what I've discovered. I hope it helps!

 

This issue stems from entries marked in the "State" boxes of your W2s and/or other income forms, such as 1099-Rs, which were the sticking point for me (specifically boxes 15 and 16 of a particular 1099-R). So first of all, go check all your income you entered in the Federal section, especially all the State boxes entered at the end of each form. A common offender for some was having non-numerical characters in the state ID box in box 15 of your W2 or 1099. The first box 15 field should identify the state from box 15 and the second box 15 field should only contain *numerical* characters for the state ID (no hyphens!).

 

If this doesn't work for you, you're in the same boat as me. This ultimately leaves you with many options, none of them great:

1. Leave TurboTax and go with some other company for tax year 2024.

2. Wait and hope TurboTax fixes this issue. (I believe this to be highly unlikely for 2024)

3. Just file your return with the M1QPEN form included. *I would only suggest this under certain circumstances which I will cover below!*

4. Opt to print your MN tax return instead of efiling it. Then before mailing it, remove the M1QPEN form. This is something I thought of but wouldn't recommend in most cases because it probably invalidates your 100% accurate calculation guarantee, so I would really not recommend this unless you know what you're doing. 

5. Contact your employer(s)/financial institution(s) that issued you the problematic W2/1099-R/other form(s) and ask them to correct it by removing/updating/adding information from/to the state specific boxes. Wait to file until you receive the corrected form. This might do nothing though, because the income statement you have that is causing the problem could be correct and TurboTax's program just isn't working quite right.

Some people on this forum are suggesting deleting the tax form. I did not list this as an option because TurboTax will not let you do it! Error messages will appear when you try to file. This is part of TurboTax's 100% accurate calculation guarantee. You might also be thinking "well maybe I can just modify my information until the M1QPEN form is not requested." I would also not recommend this because it would absolutely invalidate the 100% accurate calculation guarantee! If you really want to pursue filing without an M1QPEN, I would point you to options 4&5 above. 

What I ended up doing was option 3. What I was told over the phone was that the 100% Accurate Calculation Guarantee would cover any expense (fees and/or interest) of mine due to inaccurate tax paperwork. Because the 1099-R provided to me was entered as I received it, I am covered by the guarantee. Also, the customer service representative showed me the Tax Tools menu, specifically the link to see my Tax Summary. After selecting that, I am able to see lots of important information and most importantly the amount of taxes I am paying due to M1QPEN. Once we verified that I was paying $0 in additional taxes due to M1QPEN and that I would qualify for the guarantee. It was recommended that I simply efile my taxes because I entered the information correctly and the TurboTax program was at fault. It was especially important that I confirmed my tax liability was exactly as it would be if the M1QPEN form was not filed. This would be the option I recommend to all of you, assuming you are in the same tax liability situation as I was. 

 

Also, do not take this as official tax or legal advice! I'm just a random person from the internet who does his own taxes. The information the customer service representative told me and that I am writing here could be inaccurate. Do your own research!

I have two W2s as I switched employers last year. Both W2s seem to be entered correctly with no pension codes used in box 12. Boxes 12, 13, & 15-17 are not empty, but this is necessary to document my contributions and state tax/tax withholding information. 

The M1QPEN form is automatically entering the name of a financial institution that provided me with a 1099-R that I entered in the federal retirement section of the income page. I already double-checked all the entries and they match the information on the 1099-R that I was provided. Are there any particular entries I should triple-check on this form? I would note that they did use the correct distribution code (H) in box 7 and boxes 14-19 are left blank on both the 1099-R and on TurboTax.com.

I am experiencing a similar issue to @PensivePorcupine. When reviewing my state return, I'm being prompted to fill in missing values on the M1QPEN form. Mine also appears to be pre-populating data from a 1099-R in my federal section. However the 1099-R is for a rollover. The account was not for a pension, nor was rolled over to a pension. And it has the correct distribution code of "G" for the direct rollover.

Had the same problem.   I ended up putting information into the form.   God a clean state.   Then went back in and deleted the form.   From everything I read this form is not needed.   

If I deleted the form before completing the review it would start me all over again.   The above was the only way to get around it   Maybe there will be an update later.

I have the same issue with M1QPEN populating with issue from a rollover from a 401(k) to IRA. I have never had a pension and this form is irrelevant to me. I have tried deleting the form within TurboTax but when I try to file my state return it forces me to enter "missing" information and brings back M1QPEN. I have not found a way to file yet. I believe this is a software issue with TurboTax and unsure how to proceed. Been on the phone with customer service but the first layer is unable to do more than I already have.

I just got off the phone with a customer and was able to resolve this issue by double checking all entries on the return. The w2 actually and 2 letters before the state ID that was causing this error... Double check all entries for accuracy!

I'm having the same issue.  I tried removing all the info from boxes 12 thru 15, deleting the state, and starting over, but it is still populating the form.  I've tried deleting, but it repopulates it.

I am having same issue as well.  I rolled over some 401Ks to IRAs and TT think they are public pensions.  As mentioned in other posts, I have removed the state info in box 15 of my 1099 and that didn't work.  I then deleted Minnesota return and then re-added it, but that too didn't work.  After I delete the M1QPEN form, when I run error checker, it adds back the form and asks for additional information.  Very frustrating.  Hope it gets fixed in future update.

Just got off the phone with a turbotax agent.

After an hour of torubleshooting, and DELETING the state form to do over, the agen finally got a response from higher up saying the 1099-Rs were "being held hostage" by the government until the 20th and there was nothing we can do about deleting the form or whatever until then.

I resolved this issue by double checking the entries from all forms. The issue was simply the state abbreviation being listed in the State ID number box 15.  I hope this helps!

I am having this same struggle. I checked all the boxes for accuracy. For the member who said they were told forms are ‘held hostage’ until the 20th, is that the 20th of Feb? Has anyone had any further success? I am ready to file, this is the only thing stopping me.

Yes, Feb 20th. 

I'm glad it worked out for the other individual. I checked yet another time for accuracy for every single box, used the state with the number, deleted the state keeping only the number, deleted the state and number... nothing worked, deleted the M1QPEN form, it still pulled it up. Can't just delete the 1099-R for the federal. That's required. 

The agent said they would call me when they came in for their shift on Feb 20th to make sure everything goes through properly.
