Your state income tax paid amount usually comes from Box 17 of your Form W-2. If you worked a W-2 job and don't see the state tax withheld, check your W-2 entry to make sure you entered Boxes 15, 16, and 17 correctly.
If you paid your state taxes via estimated tax payments, you can enter the amount paid at this path: Federal>>Deductions & Credits>>Estimates and Other Taxes Paid>>Estimated Tax Payments>>State estimated taxes for 2019.
Or, you can search for "state estimated payments" using the "magnifying glass Search" icon on the top row, and click on the "Jump to state estimated payments" link.
If you had a 2018 refund of state taxes that was applied to your 2019 state taxes, it will carry forward from your 2018 tax return prepared with TurboTax Online, as long as you are using the same TurboTax Online account as last year. If you are using a Download/CD version of TurboTax, the software will need access to the 2018 TurboTax ".tax2018" file on your computer to carry forward the prior year amounts.
If you need to enter a 2018 state refund applied to 2019 taxes "manually", use the path Federal>>Deductions & Credits>>Estimates and Other Taxes Paid>>Estimated Tax Payments>>Other Income Taxes>>2018 Refund Applied to 2019>>2018 refund applied to 2019 state taxes.
