That "is" business income if reported in box 3 or 7 of a 1099-MISC. So if you collected any commissions in 2019, your SCH C business was still open in 2019.

I started a business in 2023 but I haven’t conducted any business or collected any funds in 2023 or 2024 do I have to file anything on my taxes?
