I am required to file a form 5039 because I failed to take an RMD from an inherited IRA. Can I do that through turbotax's platform? I don't see any option to complete.

Yes.  TurboTax supports form 5329 (I am assuming this is the form you mean) which is the form used when you fail to take the required RMD.

To do this in TurboTax select the following:

  1. Federal
  2. Income
  3. Retirement
  4. 1099-R
  5. Enter the 1099-R.  Depending on which code you have in box 7 will determine how the rest of your questions go.
  6. You may be asked if this is an inherited IRA depending on the code or for when they were born.
  7. Answering the rest of the questions will generate form 5329.

@Vanessa A , there is no Form 1099-R because no distribution was made.

With no other reason for TurboTax to ask you about RMDs, it's almost impossible to get TurboTax to generate Form 5329 for a missed RMD from an inherited IRA.  The simplest option would be to e-file your tax return without the Form 5329, then amend by mailing Form 1040-X and a Form 5329 prepared without TurboTax.

Thank you @dmertz ; @Vanessa A that is correct that no 1099R is generated so there's no way for me to generate the form 5329.

I appreciate the advice to  e-file my tax return without the Form 5329, then amend by mailing Form 1040-X and a Form 5329 prepared separately.

Do you think that's a preferable option compared to filing my taxes by mail with a Form 5329 appended? I plan to request the waiver, so there's not an immediate implication to my taxes owed for this year as I understand it.

The IRS is a bit slow to process mailed tax returns, but that's an option.
