I am getting an error on the 1099R saying that the box 14a tax withheld is higher than gross distribution but that is not the case and it won't let me efile

Try leaving the cents off of box 14.

Did you have all the distribution go to federal tax withholding?  100%?   I would delete the 1099R and enter it again manually.

That's because box 16 is empty.   And certain states complain vociferously about that.

Usually, if box 2a has a non-zero value in it, I tell people to copy the box 2a value into box 16.

If box 2a is empty or marked "undetermined" box 16 should be the Federally-taxable amount of box 1....but that is usually just the box 1 value.

Others in this forum say to always use the box 1 value in box 16,,...but that would be wrong for the way my state's forms work (NC).
