I am full year Alabama resident. Only income: Military Retirement, Social Security Retirement, Cashed US Savings Bonds. Am I required to file Alabama State Tax Return???

None of the income you mentioned is taxable in Alabama, so you are not required to file a tax return there. However, if you paid in any state income tax, through withholdings for instance, you can file a tax return to receive a refund of those monies.
