I am a retiree, age 64. I received normal distributions in 2016 from a traditional/contributory IRA that are partially nontaxable and from a rollover IRA that previously was my 401k .

(all contributions were pretax).. Do I include the amount of the rollover IRA distributions with the traditional/contributory IRA distributions on line 7 of Form 8606 when determining what portion of my distributions are nontaxable on lines 12 and 13 and what portion is taxable on line 15 of Form 8606 and line 15b of my Form 1040. I did not convert any accounts to a Roth IRA.

Yes, your rollover IRA is a traditional IRA.  As a traditional IRA, it must be included on Form 8606, both in the year-end balance on line 6 and in the distributions shown on line 7.  TurboTax will automatically take care of line 7 as a result of you entering your Form 1099-R for any distributions from the rollover IRA (and indicating that they were not rolled over to another retirement account), but it's your responsibility to sum year-end balances of all of your traditional IRAs and enter the total in the follow-up after clicking the continue button on the Your 1099-R Entries page.
