If you are a landlord and are not a business then you do not issue a Form 1099-MISC to independent contractors for services rendered on the rental property.

But the big question going on is this: "are rental properties a business"?  Unfortunately, this is a big "gray area" with no clear-cut answer, but in MANY cases the answer is YES, which means a 1099-MISC is required.

I would recommend filing the 1099-MISCs, *ESPECIALLY* if the rentals show a profit.
