You can enter income where you do not have a formal document such as a W-2 or 1099-Misc by following these steps:

1.  Go to Federal.

2.  Select Wages and Income.

3.  Choose See List of All Income.

4.  Go to the bottom of the page and select Less Common Income.

5.  Again, go to the bottom of the list and select Miscellaneous Income.

6.  Choose Other Income Not Already Reported on W-2 or 1099 Misc.

7.  You will answer YES, you did receive other income.

8.  Continue past two pages since they do not pertain to your situation.

9.  On the next page you will respond YES, you did earn any other wages.

10.  Select Other on the next page, Source of Other Earned Income.

11.  On the next page you can list who paid you and the amount.

12.  Following this page, press Done

Says self employed  but I am not as I was contracted by the city to do these chores

If you follow the steps exactly as they are laid-out above you will not be in the Self-Employed section.  It will be listed as Wages, Salaries and Tips on your 1040, line 7.

To have the entry end up on your 1040 as Other Income, Line 21, Use Steps 1 - 5.  
6.  Choose the last item, Other Reportable Income.
7.  Answer YES, that you do have Other Reportable Income.
8.  Then you can enter who paid you and the amount,

The IRS will accept either way, as long as you report it.
