I accidentally used my 2015 SS income SSA-1099 instead of my 2016. There is an $11 difference. Will this affect my refund.?

I have $655 a year  taken out of my $570 a month retirement fund.

Yes, it may affect your refund, as the IRS may adjust your return for the actual SSA-1099. Wait until the IRS has processed your return and sent your refund (if any). Then wait two to three months to see if you receive a letter from the IRS revising your original return.

If you owe more tax, the IRS will recalculate the tax you owe and send you a bill. This is a fairly easy process and a lot less hassle than preparing an amended return, which has to be printed and mailed (no e-file).
