Good morning! I took a COVID-related 401K withdrawal in 2020 under the CARES Act provision. I opted to spread the tax penalty over three years, but when I try to file this year's taxes, I am getting a message that Turbo Tax does not have instructions from the IRS yet, and I will need to revisit this area. How will we know when this update is ready? For various reasons I would like to file as soon as possible.

You're lucky the warning came out or you would have filed an incorrect tax return.
The Form 8915-F for reporting the the withdrawal in year two is still in draft mode on the IRS website. There is not a date certain when this form will be finalized by the IRS. It may not be until sometime in March 2022 before it will be available in TurboTax.
