How to handle form 1099-G information.

In 2018 my state's DOR took out my state tax payment twice. They sent a "refund" check minus fees and reported the full amount on form 1099-G. The 2018 tax form asks how much was paid when filing the 2017 return. Do I report the total amount that was taken out (i.e. 2x the state tax payment) or just the amount of the tax payment itself?
