There is no way to directly enter that, but you can enter a new Traditional IRA contribution, leave the 2017 contribution amount blank, answer yes that you tracked your prior year contributions, then enter the amount, no need for an explanation*.  That put the basis for 2016 and earlier years on line 12 on the IRA Information Worksheet and  line 17 to be carried to next year.

*An explanation is only required if this is changing the basis that was reported on a previous 8606 form.  If you are doing this simply because TurboTax failed to carry this forward, ignore the explanation.

Enter IRA contributions here:
Federal Taxes,
Deductions & Credits,
I’ll choose what I work on (if that screen comes up),
Retirement & Investments,
Traditional & Roth IRA contribution.

OR  Use the "Tools" menu  (if online version under My Account) and then "Search Topics" for "ira contributions" which will take you to the same place.

Do you have a 1099-R distribution or new contribution to enter?

Thanks for your response.  No I do not.  I just want to have turbotax continue to track my basis from a number of years ago and transfer the data from year to year.
