There is no way to directly enter that, but you can enter a new Traditional IRA contribution, leave the 2017 contribution amount blank, answer yes that you tracked your prior year contributions, then enter the amount, no need for an explanation*. That put the basis for 2016 and earlier years on line 12 on the IRA Information Worksheet and line 17 to be carried to next year.
*An explanation is only required if this is changing the basis that was reported on a previous 8606 form. If you are doing this simply because TurboTax failed to carry this forward, ignore the explanation.
