How is the taxable amount of an IRA distribution determined when box 2b is checked on the 1099-R? $0.00 is showing taxable on the Retirement income results page.

A portion of the contributions to the IRA account was made with after tax dollars. I think TurboTax should be asking questions to generate Form 8606. Where?

You are exactly correct. 

 

TT will ask you about non-deductible (after-tax) contributions after you have entered all 1099s. Have you finished the whole section — not just the 1099-R in question? I think it does it that way because the return of basis calculation aggregates all non-ROTH IRAs (for example) for a particular taxpayer.
