How do I get TurboTax Deluxe to Tranmit my Returns when I have 1099-R where State Withheld is greater that State Distributed?

1099-R are entered correctly. I'm one step from transmitting but TT loops me back to where Dist = 0 and Withheld is > 0.

For state boxes, if box 16 is empty or zero then for box 16 State Distribution put the same amount that’s in box 1. If box 14 is blank you can leave boxes 14,15 & 16 blank.
