If you're asking how to get to that section on Turbo Tax:
To enter your SSA-1099,
Open Turbo Tax.
Go to the Income Section.
Select I'll choose what I work on.
At your 2016 Income Summary, page down till you get to Retirement Plans and Social Security.
Choose Start or Update by Social Security (SSA-1099, RRB-1099).
Input the amounts from the boxes on your statement in the boxes in Turbo Tax.
If you received a lump-sum payment, enter it on the next screen (this is not common).
It'll be correctly figured into your taxable income.
