I had a similar problem for my state (NC)
The fix for mine, was to make sure my state's two letters (NC in my case) were in box 15 first...before switching the code letters.
BUT...it really should be done using the interview, and making a selection in a follow-up page after the main 1099-R form.
Of course, it could depend on a change in the state coding rules.
My state used to have a "P" for public service retirement forms (Teachers, Municipal, County and State employeess) ...but eliminated it a number of years ago.
