Just enter your 1099-G.  It is automatic.

How do I adjust my income for the first $10,200 of unemployment income not being taxable?

You do not.  You enter the full amount of unemployment compensation received.  The software will calculate the exclusion and enter the result on the Form 1040 Line 8.

This assumes that you are using the TurboTax online editions.
