If you verified they are not for the same distribution then you can follow these steps to enter your 1099-Rs:

  1. Click on "Search" on the top right and type “1099-R”
  2. Click on “Jump to 1099-R”
  3. Click "Continue" and enter the information from your first Form 1099-R
  4. On the "Your 1099-R Entries" screen click "Add Another 1099-R" and enter your 2nd Form 1099-R

Is the Corrected or Void box checked at the top of either of them?

2021 Form 1099-R (irs.gov)

No they are not Corrected or Void.  The only difference is the code used for the recharacterization of the funds.

I did have both 1099-Rs in the system, but Turbo Tax thinks one is a duplicate of the other because the only difference between them is the code used for the recharacterization.  TT won't let me finish filing because of this supposed duplication.

If they are both for the same distribution, but only the codes are different, you can only make one entry for them in TurboTax. You may need to enter both codes on one entry, depending on what they are. Can you clarify what the codes in box 7 are?

The are 2 different 2021 1099-R forms.  Both for the same amount but two separate recharacterizations in 2021.  One recharacterization (box 7 code R) in 2021 for 2020 funds and one recharacterization (box 7 code N) in 2021 for 2021 funds.  I will add the amounts together and enter 1 1099-R with both codes in box 7 later tonight.  Thank you

Thank you for the additional information, the additional details will change the excellent answer from expert ThomasM125.

The Form 2021 1099-R for the recharacterization with code R-Recharacterized IRA contribution made for 2020 and it belongs on the 2020 return. But a 1099-R with code R will do nothing to your return. You can only report it as mentioned below. Therefore, you can ignore the 1099-R with code R.

Please make sure that you enter the recharacterization in the IRA contribution section on your 2020 and 2021 returns.

If it was a recharacterization from Roth to traditional IRA you will enter the recharacterization when you enter the contribution to the Roth IRA:

  1. Login to your TurboTax Account
  2. Click on "Search" on the top right and type “IRA contributions”
  3. Click on “Jump to IRA contributions"
  4. Select “Roth IRA
  5. Answer “No” to “Is This a Repayment of a Retirement Distribution
  6. Enter the Roth contribution amount
  7. Answer “Yes” to the recharacterized question on the “Did You Change Your Mind?” screen and enter the contribution amount (no earnings or losses)
  8. TurboTax will ask for an explanation statement where it should be stated that the original $xxx.xx plus $xxx.xx earnings (or loss) were recharacterized.
  9. On the screen "Choose Not to Deduct IRA Contributions" answer "Yes" (if you are thinking about doing a backdoor Roth. If you have a retirement plan at work and are over the income limit it will be nondeductible automatically and you only get a warning and then a screen saying $0 is deductible)
