Hi I was on FMLA and had to make two early IRA withdrawals to pay for mortgage and other living expenses. Does it qualify as an exception to the 10% penalty tax?

None of the exceptions to the 10% penalty apply to your situation. There is no exception for being on FMLA, or for mortgage payments or other normal living expenses.
